		<description><![CDATA[I bayscape at home and it takes 2 years for the architectural board to approve. I do the same at work but hit a road block when HC  Public Works has not approved a plan that allows curb cuts to allow stormwater on Berger Road to flow into a BayScape  area. BayScaping is a great idea! 
Hollie gets it! 
Master Gardeners gets it, 
The Watersheds Academy gets it! 
BUT all Howard County Government can do is tax us $800 million! The Ready program is a move in the right direction, but what about what is left over? 
It has been over TWO weeks since Josh promised to release details on how the $800 million was going to be spent and who was going to control how it was going to spent. 
HC has not had one public forum, WAC (CA) so far have been the only group who have acted, later in the month there will be another forum but this goes on while the HC council work on the Stormwater bill!
It is time for our council to take a leadership role in promoting a series of presentations that will inform the public on the importance of the Stormwater tax and insuring that it will be used in a way that will help the Bay.]]></description>

Quite a thoughtful man who actually had a breadth of experience in both domestic and international issues. I also have always liked Bruce Babbit and not just because he was a geologist. He was able to look at Federal Land use issues from both sides.]]></description>
